- Hitaki Tsumabira was the Vice Chief of the Administrative Inspection Bureau, was a member of the Party of Words, and is currently a criminal.

A former member of Party of Words who had acted as the Vice Chief of the Administrative Inspection Bureau. Hitaki joined forces with the Tobari Brothers to create a plan to take down Buster Bros!!!, MAD TRIGGER CREW, Fling Posse, and Matenro. Hitaki stole the Hypnosis Canceller and sponsored the Grasshopper drug traffic in Yokohama. Even though the four teams were captured, her plan failed when she was taken down by Ichijiku Kadenokoji, who punished her for her crimes.

Hitaki is a confident, somewhat erratic, sadistic woman with a distaste for men. She is smart and calculative, but is quick to back down and grovel when a powerful woman is involved.
