Tamotsu Ando is the former director of the Ikebukuro War Orphanage.

When he worked as the director of the Ikebukuro War Orphanage, Tamotsu Ando spent whatever money he got from the government on drinks and women. At the time, he convinced Ichiro Yamada that he was simply too poor to run the orphanage by himself, which prompted the boy to get a job with Stairway to Heaven to help him pay off his debts. It was later revealed to Ichiro what Tamotsu was really doing with the money, which angered him and he beat Tamotsu up, and he was replaced with another director.
Appearance[]
Tamotsu is a fat, older man with a large nose that has a mole on the left nostril. He has light, slicked back short hair, thick eyebrows, and a natural-style mustache. His eyes are lightly-colored and droopy with crows feet on the corners, and he wears square frame glasses. His outfit consists of a mid-toned long sleeve flannel button up, a white apron, and white slacks with a mid-toned belt.
